Allen Management Co., Inc., a Beaumont, Texas based fully integrated management firm, in business since 1981 specializes in managing troubled multi-family properties, especially affordable housing communities. J. Allen Management also provides consulting service to real estate investment owners.

With over 4,900 units in our portfolio, J. Allen Management has expertise in making initial assessments and developing comprehensive plans to bring properties in compliance with all housing and building codes, and compliance with all governmental regulations. Many of the properties have Section-8 housing assistance, which requires intensive oversight to keep up with the changes in regulations and market conditions.

J. Allen Management provides professional service with a staff of highly trained personnel with many years of construction, maintenance and management experience. The J. Josh has over thirty years of experience in all types of multifamily apartment properties. As the President of J. Allen Management, he is extremely qualified to handle all phases of apartment management and development. His experience exemplifies integrity, performance excellence, and quality. These personal commitments have contributed to the success of J. Allen Management Co., Inc.

Josh is a CAM (Certified Apartment Manager), CAPS (Certified Apartment Property Supervisor) CAMT II (Certified Apartment Maintenance Technician II) and NAHP (National Assisted Housing Professional) executive. He has served twenty-eight years on the board of directors of the Texas Apartment Association, served six terms on the Executive Committee and served in the capacity of state president in 2007-2008. Locally, Josh has served three times as president of the Apartment Association of Southeast Texas. Josh remains extensively involved in the apartment and construction industry.

Josh has previously been awarded “President of the Year” by the National Apartment Association and “Contractor of the Year” by Triplex Minority Business Council.

Since joining J. Allen Management Co., in 1981, Kathy has established a reputation for results by devising marketing strategies designed for optimum rate of occupancy. As the Vice President, Kathy oversees the operations of twenty-five apartment communities in Houston, Port Arthur, Beaumont, Lufkin, Bridge City and Lake Charles, Louisiana. Kathy is responsible for the on-site staff of managers and maintenance personnel, for the day-to-day operations and all related compliance issues. Kathy provides detailed reports to owners of over forty-one hundred fifty multi-family apartment units

A firm believer in the term “income producing” property, Kathy has successfully raised rents above market levels. With over twenty-six years of multi-site supervision and management, her keen instinct of market conditions and development of cost-effective programs make Kathy an integral part of the management team.

Kathy is a CAM (Certified Apartment Manager), CAMT (Certified Apartment Maintenance Technician), COS (Certified Occupancy Specialist) and NAHP (National Assisted Housing Professional) Executive. With her extensive background knowledge in working with maintenance and construction projects on distressed properties, she was qualified to perform HUD inspections for the Department of Housing and Urban Development. These inspections included HQS, Physical, Management, Pre-foreclosures, Quarterly HUD property inspections, Post-Closing and emergency work-order inspections.

She is an active member of the Apartment Association of Southeast Texas, and is currently serving as Vice President of Professional Development. Kathy also serves on the Membership Committee, PAC Committee, Product Service Committee, Grievance Committee and Public Information Committee. She is also a Certified Apartment Manager Instructor (CAM I & CAM II).

Raynold Richardson formerly worked with the U.S. Department of Housing and Urban Development (HUD) in several positions and is J. Allen Management’s multifamily expert. Raynold was the Director, Fort Worth Asset Management Division, Southwest Multifamily Regional Center for HUD over a five-state jurisdiction with six offices and managed an unpaid principle balance of $10 billion which consisted of 3,484 developments. Raynold was the Director, Multifamily Housing Program Center, Houston and managed both development and asset management programs including underwriting, asset management, and preservation activities for the assigned 35-county jurisdiction in East and Southeast Texas. The Houston Program Center closed 374 insured loans (i.e., 221d4, 221d3, 223f, 241, 231, 232, 242, some inclusive of LIHTC, HOME, CDBG and Historical Tax Credit dollars), resulting in a total mortgage amount of $2,751,330,500 and 65,622 total units. The Program Center initially/finally endorsed 34 Section 202/811 developments totaling 1570 units in the amount of $111,751,880. Raynold was also the Director, Office of Public and Indian Housing, Houston, managing all Public Housing programs including the Section 8 Housing Voucher, Certificate and Moderate Rehabilitation Programs; Capital Fund Programs (HOPE 6, development, modernization, and HQS compliance), Management Assessment Programs; Operating Fund programs; resident self-sufficiency and economic independence programs. In addition, as a former Chief of Asset Management, Multifamily Housing, Project Manager and Occupancy Specialist, his in-depth knowledge of HUD/FHA policy, production, asset management, public housing and community & planning development programs make him a key component of the J. Allen Management’s successful client and government relationships.

 

LYNETTE M. HILL

LYNETTE M. HILL

Management Team Supervisor

Lynette has worked for J. Allen Management for approximately nineteen (19) years in several capacities. With more than twenty-nine years of experience in the apartment industry, Lynette specializes in customer service and problem resolutions.

 

Lynette is responsible for the supervision of multi-family and senior citizen properties in Houston, Lufkin, Center and San Augustine. Lynette oversees the day-to-day operations of the communities, including but not limited to ensuring the properties are in compliance with all local, state, and HUD rules and regulations and inspecting properties to prepare for HUD and REAC inspections and management reviews.  Lynette’s education and certifications’ consist of Certified Occupancy Specialist (COS) and her Uniform Physical Condition Standards (UPCS) certification.

Management Team Supervisor

Linda has worked for J. Allen Management for approximately sixteen (16) years in several different capacities. Linda’s twenty-three (23) years of experience in the apartment industry, include experience with the Beaumont Housing Authority where her duties included admissions, Section 8 processing, and Property Manager.

 

Linda’s responsibilities include performing file audits company wide, assisting with management reviews, and assisting with the supervision of all of the HUD subsidized properties in our portfolio. Linda additionally manages and maintains a high occupancy rate of a 150-unit property within our portfolio.

 

Linda is a Certified Apartment Manager (CAM) and a Certified Professional of Occupancy (CPO).

MARI MYERS

Management Team Supervisor

Mari joined J. Allen Management Co in October 2009 and has worked in different aspects of the apartment industry including management and supervision. Mari has assisted in the preparation of HUD and REAC inspections as well as the oversight of day to day operations of the communities.

 

Mari currently serves as a Property Supervisor and her responsibilities include supervision of the daily operations of the HUD properties in our portfolio. Additionally she is responsible for overseeing the relocation program with the City of Houston.

 

Mari has attended numerous educational courses which include but are not limited to Tax Credit and Fair Housing.

DARREN RYAN

Management Team Lead Accountant

Darren brings numerous years of experience in HUD funded apartment projects, financial statement preparation and analysis as an accountant for J. Allen Management. Darren is responsible for preparing and analyzing the monthly financial statements taking into consideration the individual needs of each client. He is also responsible for the reconciliation of all bank accounts, monitoring daily bank balances, and helping to maintain controls throughout the accounting department.

 

Darren holds a Bachelor of Business Administration in Accounting from Texas A & M University. His experience and knowledge are assets to our organization.

 

VIRGINIA K. PERRYMAN

Management Team Accountant

Virginia (Ginny) brings numerous years of experience in accounts payable, accounts receivable and bank reconciliations to her position as an Accountant for J. Allen Management Co., Inc. Her retail experience includes payroll processing, payroll taxes, quarterly reports, purchase orders and inventory control utilizing QuickBooks.  Ginny is responsible for preparing the monthly financial statements taking into consideration the individual needs of each client.  She is also responsible for the reconciliation of all bank accounts, monitoring daily bank balances, and preparation of payroll.

 

Ginny holds a Bachelor of Science degree in Government from Lamar University. Her broad background speaks towards good organizational and interpersonal skills, which are an asset in our organization.

Real Estate Advisor

Gerald has been a professional in commercial lending, real estate brokerage, investment and development business for over twenty-five years. An independent financial analyst for J. Allen Management Co., Gerald typifies the firm’s commitment to providing the best possible service to our clients.
Gerald is a graduate of the University of Texas at Austin, where he holds a BBA degree with honors and a graduate of American Graduate School of International Management, where he received a master’s of International Management degree with Distinction.
Gerald has served as CEO of Interfirst Bank West Beaumont and Senior Vice President, Executive Vice President, member of Board of Directors at Interfirst Bank Beaumont. Gerald has owned his own business as a real estate broker since 1991.
Gerald is very active in the community and serves on several boards and organizations.
